On July 1, 2024, the Monitor began their work, beginning a 30-day transition period wherein the Compliance Officer and Community Liaison (COCL) is required to “debrief the Monitor on the status of the City’s compliance with any barriers to implementation” (Par. 208). In partial fulfillment of this paragraph, the COCL team provides the DRAFT Quarterly Report: 2024 Quarter 1 Updates and Analysis, which provides a final status update for the Monitor, including remaining barriers to compliance.
Because the Settlement Agreement provides for a 30-day overlap period, the COCL team will not be able to provide an updated report that reflects community feedback (assuming a reasonable 30-day review period). Therefore, this report should not be considered a “final product,” though we will accept community feedback for the entire overlap period and provide that feedback to the Monitor for their review.
